Professor Allan Lichtman's 13 Keys for predicting the outcome of U.S. presidential elections has been the most accurate forecaster over the past 4 decades. It looks at the issues, not the polls, and it is these issues that move the polls. Lichtman's keys determine the strengths and weaknesses of the party in power, and how well or poorly they governed.
