Richard served as the administrator of the U.S. Energy Information Administration from 2009 to 2011 and as the senior economist for energy and environment on the President’s Council of Economic Advisers from 2005 to 2006. Richard, who was previously the Gendell Professor of Energy and Environmental Economics at Duke and director of its Energy Initiative, is now an adjunct professor. He is a member of the National Academy of Sciences Climate Security Roundtable, the National Petroleum Council, and several other institutions. Richard has a Ph.D. in environmental and resource economics from Harvard, an MPA in public policy from Princeton, and bachelor’s degrees in materials engineering and philosophy from Rutgers University.
