The newly introduced (2020) Mississippi Senate Bill 2123 and Mississippi Senate Bill 2162 are effective proposed bills that address Mississippi's Mass Incarceration epidemic. Mississippi is one of few states that has not amended laws that provide harsh sentencing guidelines that focus more on Mass Incarceration instead of Inmate Rehabilitation. Less than 9% of Mississippi Department of Corrections (MDOC) inmates are afforded an opportunity to enroll into efficient Rehabilitation Programs and granted parole eligibility. The Truth in Sentencing Law (85% Law) has failed the Great State of Mississippi and its citizens. The Mississippi Legislature must act now.
Mississippi voters and taxpayers expect for inmates to be rehabilitated and reintegrated into society. The average Mississippi household has a relative, distant relative, friend, or friend of a friend that have experienced incarceration. Incarceration effects everyone. Mississippi Legislature should place its focus on Programs and Parole Eligibility instead of unfair Penalties and more Prisons.
Mississippi Senate Bill 2123 and Mississippi SB 2162 provide offenders with much needed rehabilitative plans and parole eligibility. Below is a summary of MS SB 2123 and MS SB 2162.
