In episode 138, I told you the story of two-year-old Stevie Osborn, whose death on December 23, 2019 went all but unreported by the media. Stevie’s mother, Abigail Osborn, and Abbey’s boyfriend, Joseph Chilson, were investigated by the Missouri Department of Social Services Children’s Division, which found by preponderance of evidence that both had committed neglect against Stevie and that Joe had committed the abuse that caused Stevie’s fatal head injury.
After Joe’s suicide in 2021, the Clay County prosecutor’s office decided not to file charges against Abbey. Abbey filed an appeal of the Children’s Divisions earlier decision in an attempt to remove her name from the state child abuse registry. In this minisode, I’ll give you the court’s decision on that matter, as well as previously unreleased information from that bench trial. I’ll also go over Joe’s purported suicide note, which has not been released to the public.

During those three days, Bella went from a happy, bubbly baby to alternately crying hysterically and becoming quiet and withdrawn. Then her parents noticed a distinctive pinching bruise on Bella’s thigh. An investigation turned up hours of CCTV footage from inside the daycare, showing three workers abusing the baby, including pinching, shoving, crushing, slapping, shaking, and smothering her. Although she was covered with injuries from head to toe, her cause of death was a septic infection from untreated pneumonia. The three adults in the home—Raylee’s father, his girlfriend, and her sister—were charged in her death. That episode barely scratched the surface. Now, I’m retelling Raylee’s full story with the help of her mom, Janice Wriston, who fought for Raylee’s entire eight years to protect her daughter from the girl’s own father, Marty Browning Jr. The way the press told the story, Marty was a negligent father who merely failed to protect his daughter. The truth about Marty is far darker than that. This is the story of a sweet, loving little girl whose mom called her Sunshine. It’s also a story about the horrific abuse Marty inflicted on first Janice and then Raylee, and how he managed to become entwined with a pair of sisters just as narcissistic and abusive as himself, ultimately leading to his only child’s painful and unnecessary death. On January 8, 2021, 27-year-old Destani Neel called 911, reporting that her boyfriend’s daughter was having trouble breathing. Although two-year-old Arianna Starkey was rushed to the hospital, she never regained consciousness, and she took her last breath two days later. Destani—a mother herself—had a story prepared for investigators, but her details kept changing, and it was immediately apparent that Arianna’s death was not an accident. This is the story of a little girl who loved her big brother, her pink boots, and having tea parties with her Nana. It’s also the story of a mother who took out all of her frustrations on her boyfriend’s innocent toddler—and a man whose intervention could have saved his daughter’s life. For this episode, I spoke with Christi Brown, the executive director of the Judah Brown Project. Christi is a mom who always thought she was protecting her kids from the dangers of water until her three-year-old son, Judah, died in 2016 from an accidental drowning that happened in the blink of an eye. When Indianapolis police responded to a 911 call for an unresponsive child on April 9, 2024, they couldn’t have guessed the horrific circumstances of the victim’s life and death. 5-year-old Kinsleigh Welty, who weighed only 21 pounds, was clearly malnourished. She had a bruise on her face and fecal matter on her body and matted into her hair, which was crawling with lice. Kinsleigh was pronounced dead at Riley Hospital for Children the same day. This is the story of yet another child failed by Indiana’s child welfare system. It’s also the story of yet another case of reunification gone wrong and a child who thrived in the care of others, only to die at the hands of a biological parent. Also in this episode, you’ll hear from Kinsleigh’s great-aunt, Carrie Hogan, who, along with many others, demands change from Indiana’s Department of Child Services.
